No. ShipStation's purpose is to purchase shipping labels from postage providers and print them for your shipments. ShipStation does not provide a method to print just address labels without also purchasing postage.
There are many applications on the market that currently provide this functionality, though! Both Microsoft Office and Avery.com can be used for this purpose, as well as several other platforms dedicated to this function.
At this time, there are no plans to add this functionality to ShipStation.
